Genericized login sync tool: CREATE LOGIN generation with password hash + SID preservation moved from server_maintenance stored procedures into the tool. Tested against SQL Server 2019 and 2025.

Genericized login sync tool: CREATE LOGIN generation with password hash + SID preservation moved from server_maintenance stored procedures into the tool. Tested against SQL Server 2019 and 2025.
Genericized rewrite of an internal utility: the CREATE LOGIN generation
(password hash + SID preservation via LOGINPROPERTY and
sys.server_principals) now lives in the tool itself instead of
server_maintenance stored procedures.  Adds --script-only preview,
--login filtering, SID-mismatch warnings, per-login error handling,
and carries CHECK_POLICY/CHECK_EXPIRATION/disabled state.

Tested against SQL Server 2019 and 2025: sync preserves SID and
disabled flag; re-run skips existing logins.
